New Debates Forum

I am retiring the Resolution debate format requirements. A new "Debates" forum will just have the same rules as the rest of the site for now without any requirements of polls or resolution format. I am keeping the old Resolution forum open as a subforum for now so that members can finish any debates that were ongoing, but that will eventually be archived.

Although I personally love the resolution format, I fear it was intimidating to same members and was thus stifling conversation a little too much. Debates should be one of the most active forums on the site, and hopefully this change will help encourage more members to participate.
